Phil Gingrey Gingrey was born in Augusta, was educated at the Medical College of Georgia, and worked as an obstetrician and served two terms as a member of the Georgia State Senate from 1999 to 2003. He has been married to Billie Ayers of Newnan for 35 years, and has four children, Billy, Gannon, Phyllis, and Laura Neill.
