Luis V. Gutierrez LuÃs Vicente Gutiérrez (born December 10, 1953), American politician, has been a Democratic member of the United States House of Representatives since 1993, representing the 4th District of Illinois (map). He was born in Chicago, was educated at Northeastern Illinois University, and was a teacher, social worker with the Illinois Department of Children and Family Services and a member of the Chicago Board of Aldermen before entering the House. Of Puerto Rican descent, he is a supporter of Puerto Rican independence, the Vieques movement, and other progressive causes. He is a member of the US Congressional Progressive Caucus. Gutiérrez has assembled support from a broad section of Chicagoans, including Mexican Americans, whites, African Americans and Puerto Ricans. The fourth Congressional District is one of the most strangely drawn and gerrymandered in the county. It was created to contain two majority Hispanic parts of Chicago. The north side is largely Puerto Rican, while the west side is heavily Mexican. The two neighborhoods are on opposite sides of the city and are only connected by a piece of Interstate 294, the highway is in the district while the surrounding areas are not.
In December 2005, Gutierrez announced that he might run for mayor of the city of Chicago in 2007.
