Kika de la Garza Eligio “Kika” de la Garza, II (born September 22, 1927 in Mercedes, Texas) was a United States congressman representing the 15th district in Texas from January 3, 1965 to January 3, 1997. Garza was known a liberal Democrat, who was first elected to the state legislature in 1952 and sponsored much legislation in the fields of education and the environment. De la Garza's nickname was appropriated by Rush Limbaugh in the early days of his radio show as he referred to one of his producers, Margaret Hooper, as “Kiki de la Garza”.
