Joseph P. Kolter (born September 3, 1926) was Democratic member of the U.S. Representative for Pennsylvania. Joe Kolter was born in McDonald, OH. He graduated from Geneva College in Beaver Falls, PA. and served in the United States Army from 1944-1947. He was a New Brighton city councilman from 1961-1965, and a member pf the Pennsylvania State House of Representatives, 1969-1982.
He was elected as a Democrat to the Ninety-eighth and to the four succeeding Congresses serving from January 3, 1983 to January 3, 1993. He was an unsuccessful candidate for renomination in 1992 to the 103rd United States Congress.
