David D. Phelps (born October 26, 1947) was a Democratic member of the U.S. House of Representatives from Illinois. Phelps was born in Eldorado, Illinois. He graduated from Southern Illinois University in 1969. He was a a member of the Illinois General Assembly from 1984 until 1998. He was elected to Congress in 1998 and represented the 19th district of Illinois from January 3, 1999 until January 3, 2003. In 2002, the reapportionment process eliminated the neighboring 20th district of Illinois and forced Phelps to run against Republican incumbent John Shimkus. Shimkus won by over 20,000 votes.
